Former Treasury CS Ukur Yatani has been rebuked by Defence CS Aden Duale over his claims that the approval of Sh15 billion by the Controller of Budgets was lawful.
Duale stated that during his time as Majority Leader in the National Assembly, no such callous and unscrupulous deals were transacted, and Yatani and those acting in his interest must account for every single cent misappropriated on dubious deals during his tenure.
Yatani had absolved himself from blame, citing Article 223 of the Constitution as justification for the approval of the funds.
But text conversations between himself and the Controller of Budget, Margaret Nyakang’o, suggest he pressured her to approve the expenditure without parliamentary approval, with Nyakang’o admitting that she gave in to his pressure.
While Yatani claims that the Sh15 billion was utilised on maize and fuel subsidies, and the construction of Lamu-Garissa and Garissa-Isiolo roads, and a referral hospital for the Kenya Defence Forces which President William Ruto opened recently.
Duale disputes the claim that the president opened the hospital and alleges that the purge against Ruto’s allies in the Jubilee government was intended to pave the way for unprocedural expenditure of public funds.
He promises that further revelations on economic pilferage in the previous regime will be brought forth to shake the nation to its foundations.
