Free Education or NG-CDF Disbursement: Embakasi MP Babu Owino’s ultimatum

If the government does not quickly distribute the National Government Constituency Development Fund (NG-CDF) cash, Embakasi East MP Babu Owino has vowed to make education free for everybody. During his interview with KTN News, the lawmaker discussed the impasse between lawmakers and the government over the delayed transfer of the cash.

In protest of the prolonged delay, the legislators have twice left meetings in the middle. Owino said it was inappropriate for him to do nothing while his people suffered now that schools had opened but many parents still lacked the means to pay tuition. He highlighted that if the monies are not distributed, then secondary and tertiary education should be made entirely free.

He has begun collecting signatures to impeach the Treasury CS and PS if the situation is not handled soon and is waiting for an answer from the Speaker of the National Assembly. According to him, their first meeting with the Treasury PS was fruitless, and the PS still doesn’t understand how to disperse the money. He also said that if the problem isn’t fixed soon, they have 289 of the 290 signatures needed to impeach the Treasury CS and PS.
