Ledama Ole Kina, a senator from Narok County, criticized the National Transport and Safety Authority (NTSA) for detaining a driver and two touts for disobeying traffic laws.
Ledama said that the Authority was carrying out its duties in a hypocritical manner.
According to the senator, Deputy President Rigathi Gachagua taught the two touts who were detained for dangling on a matatu.
The three, who drove an Ummoiner Sacco-owned matatu, were detained on Monday after a video of them dangling from the moving vehicle went viral.
Gachagua was videotaped waving to the crowd that had gathered to welcome him as he made his way through Kisumu while clinging by the door of his SUV.
